HCHA |
The Harris County Housing Authority promotes innovative housing communities and encourages clients to achieve self-sufficiency.
The Harris County Housing Authority (HCHA) has been
recognized as one of the most successful public-housing
agencies in the nation by the U.S. Department of
Housing & Urban Development (HUD). In fact, HUD
has ranked the HCHA among the nation's highest performing
housing authorities for five consecutive years.
Dan Rodriguez, HUD's Director of Public and Indian
Housing for Houston, has even said that the HCHA
is the "best housing authority in the region." Meanwhile,
Nan McKay and Associates, a 25-year leader in the
public-housing field, has rated the HCHA as one
of the nation's most effective public housing authorities.
The key to the HCHA's successful track record is
its highly effective and unique range of affordable
housing programs.

Housing
Choice Voucher Program The HCHA operates
a well established Housing Choice Voucher
Program. This program is part of HUD's national
housing-assistance system more commonly
known as Section Eight. Working with the federal
government, the HCHA's program provides more
than 2,500 families per month with rental
assistance. This amounts to almost $13 million
annually. The HCHA also administers the HUD
Disaster Voucher Program (DVP) for approximately
800 Hurricane Katrina and Hurricane Rita survivors
amounting to almost $7 million annually.

Affordable
Housing Development Program The HCHA
aggressively builds innovative tax-credit
housing developments by working with the region's
best private-sector partners. These properties,
many of which specialize in housing for senior
citizens, are full-service developments on
par with even the nicest private sector properties.
From all outward appearances, they look just
like first-class retirement-apartment communities.
Inside, they are also attractive and well
maintained boasting all of the amenities
necessary for seniors. The HCHA has six such
properties that are either open or in development.

"Independence"
Homeownership Program The HCHA's "Independence"
Program provides housing-voucher recipients
with the help they need to purchase a home
of their own in safe, established communities.
The program is designed specifically to help
those who have used their housing-voucher
payments as a stepping-stone to financial
stability. Each year, it allows some of the
region's most deserving residents to make
the transition from rental assistance to homeownership.

Homeless
Housing Program The HCHA works with
its nonprofit partners to operate Jackson
Hinds Gardens, a 110-unit single-residency
occupancy community serving the Houston region's
homeless population. It is the first homeless
facility in Houston built on the "Housing
First" model a concept that says we should
help the homeless find long-term residency
solutions, and then treat the root causes
of their homelessness. The facility is vital
to the region's efforts to address the needs
of its large homeless population. |
