1. What is HCHA's housing goal for Harris County? To optimize administration and management of processes while operating exceptional housing programs so that opportunities can be realized when available. HCHA houses the homeless, provides new apartment homes for the elderly and enables homeownership for families. HCHA’s goal is to remain as one of the best housing authorities in the country by the U.S. Department of Housing & Urban Development. Every 5 years all public housing authorities (PHA’s) publish a plan of action for the local area with input from clients and the local public. It is updated each year and submitted to HUD. HCHA has a written administrative plan that establishes local policies for administration of the program in accordance with HUD requirements. The administrative plan and any revisions of the plan must be formally adopted by the HCHA Board of Commissioners.
