Termination of Assistance

The Housing Assistance Payments (HAP) Contract is the contract between the owner and the HCHA which defines the responsibilities of both parties. This Chapter describes the circumstances under which the contract can be terminated by the HCHA and the owner, and the policies and procedures for such terminations. The term of the HAP Contract is the same as the term of the lease.

Informal Hearing

The informal hearing requirements defined in HUD regulation are applicable to participating families who disagree with an action, decision, or inaction of the HCHA. This Chapter describes the policies, procedures and standards to be used when families disagree with a HCHA decision. The procedures and requirements are explained for preference denial meetings, informal reviews and hearings. It is the policy of the HCHA to ensure that all families have the benefit of all protections due to them under the law.
